Edited Value in Switching Step Being Used When Pasted as a Goback Step (Doc ID 2315586.1)

Symptoms

On : 1.12.0.3 version, Web Switching

After installing an NMS patch, the behavior of goback steps changed slightly.  Certain edited fields (such as the operation description) were not cleared out in the go-back step.
For example if the original step is 'Open Device' and has been edited to 'Open Device w/comment', the goback step would, INCORRECTLY, have 'Open Device w/comment' rather than 'Close Device'.

Go-back steps should use their default description, not the description of the original edited step.

The issue can be reproduced at will with the following steps:
1. Create a new planned switch sheet
2. Record a single "Open Device" step
3. Stop recording
4. Edit the Description and change it to "Open Device Test"
5. Copy the step as a go-back
6. Paste the step
7. The new go-back step will have the same description as the original step.
