PRA Hangs/Freezes When Opening the Risk Register (Doc ID 2315612.1)

The Risk Register does not load when launching and the program freezes/hangs and needs to be forced quit.

Expect the Risk Register to load when launched.

The issue can be reproduced at will with the following steps:
1. Launch PRA.
2. Open a new plan.
3. Launch Risk Register.
4. Nothing will happen and program will freeze.
