Damage Assessment Entered After Event Restored Should Behave Same As Before Event Restored (Doc ID 2315651.1)

Damage Assessments entered after event restored should behave same as before event restored

If you enter a damage assessment for an event after the event has moved to INC or RST, the new damage assessment will be in the Completed state, but the Dmg Asmt field on the Workagenda will continue to show None, rather than Assessed.

However, if you enter a damage assessment before an event is restored, you must manually complete the DA.  After that is done, the Dmg Asmt field on the workagenda shows Assessed.

The field should show the same result regardless of at what point of the event the damage assessment was created.

The issue can be reproduced at will with the following steps:
1. Create event - do not complete event.
2. Create DA for event
3. Complete the DA
4. Confirm DA shows up as "Assessed" in Dmg Asmt field.
5. Create new event.
6. Complete event.
7. Create DA for event
8. DA will already be completed.
9. Dmg Asmt field in WA will be "None".
