Circuits in a Cancelled PSR Pre Order got Stuck after all Tasks were Completed

When trying to place a PSR Change order for existing circuits, MSS is throwing a message informing it is already on another order.
The user had originally placed an order for the circuits with a pre order provisioning plan.
The pre order was cancelled and the notes state the circuits were successfully cancelled from the order.
However, when the circuits are being placed on another order the error message states they are already on an another order.
User should be able to assign the existing circuits.
The issue can be reproduced with the following steps:
1. Create a PSR order and include two 2 circuits in it.
2. Assign a Pre Order Provisioning Plan
3. Supp Cancel the pre-order and complete all tasks
4. Create a new PSR order and assign the circuits above
5. When trying to include the first circuit, MSS throws the following message:
The selected Service Item is on another open PSR Order.
The Preference to Copy Pending PSR Items is set to No.
User is unable to enter the circuits in a new order
a. Change the System Preferences > Service Request - P S R to:
Allow multiple open orders against service items = Y
b. Repeat the circuit assigning process for the order and save the changes.
c. If you do not want to keep the preferences as Yes, return to original value: N
