Not Able To Create Multiple Purchase Orders (PO) With One What If Allocation (Doc ID 2316308.1)

Goal

Not able to create multiple PO with one allocation.

Steps to recreate the issue:
1. Create a What If  by allocating 2 items (I1 and I2) to store S1
2. Calculate the Allocation
3. Go to the What If Summary and select just I1 and create a PO (PO10).
4. Now user is not able to create one more PO for I2 using the same What If allocation
