Client Relationship Expiry Date Updated Incorrectly (Doc ID 2316984.1)

If a client relationship has been expired and later a new timeslice is created for the same client relationship but with a gap between those two timeslices the creation of the new timeslice is updating the expiration of the expired timeslice and should not.

When updating the expiry date of the previous timeslice it should not do so if the timeslice already as been populated.

The issue can be reproduced at will with the following steps:
1.Create relationship effective 7/1/2014
2. Terminate that relationship by setting the expiration date of that relationship to 8/1/2014
3. Add a new relationship timeslice on 8/15/2014 so that there is a gap in the relationship between 8/1/2014 and 8/15/2014
4. When the new timeslice is created the termination date on the previous timeslice has is updated from 8/1/2014 to 8/14/2014, now incorrectly representing no gap in the relationship and it should not.

The issue has the following business impact:
Due to this issue, users cannot have correct timeslices.
