RMS Reports Fail To Open With"Unauthorized Access: Either You Do Not Have The Privilege, Or You Have Not Signed In" After Logged In As Guest User

Symptoms

When Business Intelligence (BI) reports are invoked from the RMS 16.0.x UI, it does not open the report using Guest user access configuration, instead it displays the login page for BI Publisher.

Once logged in as Guest user, below error is displayed:

Unauthorized Access: Either you do not have the privilege, or you have not signed in
