Batch Validation job hangs in Submitted status

Symptoms
When Batch Validation job is submitted in Oracle Clinical the job hangs in SUBMITTED status.
In user's(opapps) PSUB log directory we can see the following:
Log filename=/home/opapps/oc/466/log/rxcpsd_cdmsv1_466_1.log
Connected to database.
Logging information in PSUB_PROCESS_LOG table..
Logged information in PSUB_PROCESS_LOG table. psub_process_log_id=1869
Waiting to receive message from client....
Message received:ENTERED_IN_BATCH_JOBS, batch_job_id=16857,
user_name=OPS$OPAPPS
log_file_name=/home/opapps/log/l16857.log
Batch Queue is a
Submitting job...
Job Submitted. Batch Job Id=16857
Waiting to receive message from client..
Connected to database.
Logging information in PSUB_PROCESS_LOG table..
Logged information in PSUB_PROCESS_LOG table. psub_process_log_id=1869
Waiting to receive message from client....

Generating Default Character Layout also fails in OC =>all PSUB jobs remain stuck in SUBMITTED status.
Rest of the Reports generated through the reports server(eg: DCM Graphical Layout, PDRs) can be ran with SUCCESS status.
