Flexible Code Lists Are Not Inserted During Upgrade From 7.0.5 To 8.0

Symptoms
Using patch 24307638 (8.0.0.91) to upgrade the database from 7.0.5 to 8.0, many of the new flexible code lists are not inserted/copied.
The insert statement for REPORT_TEMPLATE in file "Argus_80_flex_bucked_CODE_LIST_MASTER_data_Change1.sql" is inside a loop that sets the enterprise so that it is run for all of the enterprises (lines 13-35). The following insert statements are not. For example the insert for ADHOC_LINE_LISTING on lines 38-43. This means that the only enterprise with all of the new flexible code lists is the last enterprise and not all of them.
