Interchange Server - Unable to make database connection

Information in this document applies to any platform.
Web and Database are successfully updated to Argus 8.1.1.
However,after the upgrade of Interchange server, the below error appears when opening the ESM mapping tool.
"Unable to make database connection
Contact your system administrator"
