[MDM] Incorrect Average Value Calculated Using Vector Math Rule When MC Has Missing Reads

Symptoms
On MDM 2.2.0.1.0 version, the incorrect average value is calculated using Vector Math Rule when Measuring Component has missing reads.
We created standalone MCs for Temperature Zones which will be used every billing to send Average temperature data to CCB. Vector and Service Quantity Math Usage Rule business Object was leveraged to calculate the average for the derived temperature zone consumption. However, it looks like we are getting incorrect Average value when the Temperature Zone MC has missing reads.
The issue is NOT encountered when MC has complete reads.
