Watcher Should Not Be Included In Rollover Manager

On a new Messaging Server 220.127.116.11.0 system, the watcher log is being managed by the rollovermanager.
On a newly upgraded Messaging Server 18.104.22.168.0 test box, the following is seen when the contents of the watcher log is viewed:
root@host1:/opt/sun/comms/messaging64/log# cat watcher
[16/Oct/2017:00:00:00 -0400] host1 rollovermanager: General Information: Log created (1508126400)
This behavior seems like a bug, as the watcher log grows very slowly and daily rotation could easily loose old information.
Also, prior to Messaging Server 22.214.171.124.0, rollovermanager did not manage the watcher log, so this would be the expected behavior now.
Upgraded to Messaging Server 126.96.36.199.0.
