Large PHI Logs (Doc ID 2318429.1)

After the upgrade to 2.16.1 the OHI applications are generating a lot of Phi logs -- they are growing very large. In this new version the setup was changed so that separate logs are created  for Phi and Security; before this everything used to go into Security log but still it did not grew this large. The goal is to not capture any extra, unnecessary debug info in the logs and cause overhead to the application performance.

One node shows:

2.4G of Phi log generated on 2017-08-14 for UI node and 443M for Task node.

and another shows:
2.3G of Phi log generated on 2017-08-14 for UI node and 236M for Task node.
