Financial Detail Screen Not Opening (Doc ID 2318470.1)

Symptoms

After implementing Claims patch 2.16.1.0.21, the Financial Detail screen will not open; the system times out without opening the screen. This works in other environments. This was tried with both the customized WAR file and the Oracle provided WAR file and the same issue was observed.

ERROR
-----------------------
oracle.adf.controller.ControllerException: ADFC-00029: Attempt to acquire the root view port request lock failed due to a timeout.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1) Implement Claims patch 2.16.1.0.21.
2) Open a claim, then go to CTR view and click on the edit button in the financial processing section to open Financial Detail screen.
3) The system finally times out without opening the screen.
