Error: "There is no Value Defined to Substitute for Version" When Attempting to Upgrade a P6 Database Using dbsetup.bat(.sh)

Symptoms

When attempting to upgrade the current PMDB from R16.2.10 to R17.7 using the dbsetup.bat utility, the following error occurs:

ERROR
-----------------------
ValueNotFound: com.primavera.database.common.job.ValueNotFound: There is no value defined to substitute for version
(There is no value defined to substitute for version)


STEPS TO DUPLICATE:
-------------------------
The issue can be reproduced at will with the following steps:
1. Launch the dbsetup.bat utility through the installation media pack R17.7
2. Input the DB information, from the pxrptuser window, the error is prompted.
