Resource Available Hours Are Not Adjusted In ASCP When Setting Up Resource Utilization And Efficiency Percentage (%) In BOM (Doc ID 2318533.1)

On : 12.2.4 version, User Interface in TEST:

Users are on 12.2.4 and have applied 12.2.4.1 patching. They initially had an issue where resource Utilization % and Efficiency % were not taken into account during the plan run. This was resolved as per Note 2281906.1 - ASCP Resource Usage - Utilization % Is Not Showing Correctly In Plan Output - by setting profile option MSC: Inflate WIP Resource Requirements = Yes and rerunning the plan. The issue now moved to reviewing the Available hours for resources with Utilization % and Efficiency % setup. This did not change and users need to understand why. Example data

Efficiency % = 50

Utilization % = 50

Efficiency% = 50

The ASCP workbench after the plan run shows the same data above. They review the resource requirements and the resource hours, touch time and adjusted resource hours look like they've been calculated correctly. Example

Utilization % = 50
Efficiency % = 50

Resource hours = 1
Touch time = 2
Adjusted resource hours = 4

This makes sense as first the utilization is only 50% so hours becomes 2. Then the efficiency of the resource is only 50% so 2 hours becomes adjusted Resource hours = 4 which looks correct. The other resources seem to be calculated the same way so this looks correct. However when the user navigates and reviews Resource Availability, it shows Hours Available per day is 45 hours (9 hr shift x 5 Capacity units) which does not take into account Efficiency % nor Utilization %.

EXPECTED BEHAVIOR

 In this case the exampe resource had 50% Utilization so instead of 45 hours available per day they expected 22.5 or 23 hours available per day (.5 x 45)

The issue can be reproduced at will with the following steps:
1. Setup resource Utilization and Efficiency % in source instance for resources
2. Run data collections
3. Run ASCP plan
4. Do not see the % taken into account when reviewing resource availability
