SQLLOADER Does Not Work With 8.1.1 - Missing File oraodm12.dll (Doc ID 2318715.1)

Goal

Attempting to apply Patch 19720843 as specified by the documentation and had the file ORANFSODM12.DLL installed.

However, sqlldr is still not working, there is a message it is waiting for a file oraodm12.dll.

Is it possible to send to download/get the required dll ?
