Material Scheduling = Operation Start Date Is Not Being Honored For OPM Routings/Step Operation/Resources In Unconstrained Plan (Doc ID 2318831.1)

On : 12.2.4 version, Memory Based Planner in PROD:

Users are on 12.2.4 and have applied VCP Cum Patch - 19549533 - using 64 bit Linux MBP with one off patch 25202143 using version MSONWL64.ppc 120.15.12020000.58.1220402.3 - They also have beta fixes from the following bug for MSONWL64_29Sep.exe.gz from 29-SEP-2017 this is due out as formal patch 17-Oct-2017

Users are running unconstrained plan 400 days/26 weeks/5 periods. They are using Material Scheduling Method = Operation Start Date - They have setup OPM Step Material Association and Finish to Start in the routings. However they are seeing incorrect due dates for components of assemblies with this setup. Example data:

Assembly id: 1078 (Item 41128-01)
Component id: 12918 (item W00591)
Organization id:21741 (Org code RM1)

There's a firm planned order (trans id = MPS 93510832 for item = 41128-01 with
Sugg start date = 01-APR-2017
Sugg due date = 03-JUL-2018

Pegging with operations included for the supply on this planned order shows first operation = 10 for Dept = RM1 and Resources = CELL CULTURE OPS and INCUBATOR. There is a component = W00591 pegged to this operation but instead of showing the due date of the component expected on 01-APR-2018, it shows due 15 days later on 16-APR-2018

This is apparently an intermittent problem as they see items not having the issue. They do not see any issues with items that do not have step dependencies setup in OPM

Expect the components Step Material Association to be planned at the start of each appropriate operation

The issue can be reproduced at will with the following steps:
1. Setup step dependencies for components in OPM routings
2. Run data collections
3. Run unconstrained ASCP plan
4. See some make planned orders honor step dependencies and some items that do not
