On Oracle Utilities Meter Data Management 2.1.0.3 version the Usage Rule D2-ValAgainstTol (Validate Against Tolerance) is configured to allow users to review any bills with Zero or negative consumption during the billing period. The rule is  currently configured as Informational Exception Severity, with the parameter exception requiring Usage Approval set to Yes. However, when the Usage Transaction is approved, it is sent to CCB in Error status.

It is expected that the Usage Approval would clear any exceptions and successfully send the usage to CCB. Additionally it would be expected if the Usage Rule exception severity is Informational that the Usage Transaction would not have Error status.
