No Refund for Sequential Discount Purchased During 29th to 31st Day of the Month (Doc ID 2318896.1)

Symptoms

Everything works ok when sequential discount is purchased on first day of the cycle, but there is no refund if sequential discount is purchased on last day of the cycle.

STEPS
-----------------------
1.  Create account, service, and purchase product with cycle fee +$3
2.  Purchase discount (50% OFF), result is -$1.5
3.  Purchase discount  the second time, the results are as follows:
     (a) No refund of first discount
     (b) Calculation on both discounts -0.5 X $3 - 0.5 X $1.5 = -$2.25

ACTUAL BEHAVIOR  
-----------------------
The total discount equals to -$3.75, it is more than the cycle fee.

EXPECTED BEHAVIOR
-----------------------
The total discount should have equals to -$2.25.
