User Filters are not Editable in a Multi-User View ( Layout ) in P6 Web. (Doc ID 2318964.1)

A Global View ( Layout ) containing a Filter is set to Multiple User access. While users are able to use the View, they are not able to edit or add a Filter even though they have access to the Filter.

Modify Filter buttons should work properly allowing the users to create or to modify the Filters.

The issue can be reproduced at will with the following steps:
1. As an Admin Superuser, create a Filter for a View. The Filter does not need to be anything specific. We're only creating it to try and edit it later.

2. Set the View as a Global View and take note that the Filter can still be edited.

3. Set the View as being User Specific by selecting a couple of test users.

The Filter and Layout will now display in the Multiple User heading in the View / Filter list.

4. Log in as one of the users the View was assigned to and open the View.

5. Customize the View and go to the Filters tab.

6. Take note that the Filter cannot be modified, only reviewed.

The issue has the following business impact:
Due to this issue, users cannot change or add new Filters in Multi-User Views in P6 Web.
