Prohibit Functionality on TransactionTimes Does Not Work As Expected - Allows Deletion of Pending Activities (Doc ID 2319273.1)

Actual Behavior
Users have set up Prohibit for Delete pending activity when the activity effective date is before or on the system date.

There are situations with a pending activity before system date, on system date and after system date.

1- Trying to delete the pending activity before system date and on system date, gives a restriction message.
2- Trying to delete the pending activity after the system date is not restricted - pending activity is deleted - as expected.

However, if right after that, attempting to delete a pending activities before or on the system date is also allowed - which is not as expected.

3- Refresh the screen, everything is back to normal and restriction message on pending activities as expected again.

Expected Behavior
The system should not allow me to delete the pending activity in the scenario above.

Business Impact
Due to this issue, users can delete activities which should be restricted.
