Can I Configure The Operational Insights Dashboard To Work Without Using SSO? (Doc ID 2319424.1)

Goal

We have Operational Insights (OI) Dashboard enabled in Allocation. 
The client does not want to use SSO, so we do not have Single Sign On (SSO) configured.
The Dashboard works fine except when we click link on the Purchase Order (PO).  It fails to open RMS.

Is there any workaround that we can apply to have the link on the PO to work without using SSO?
