BillingCare: Transaction Display for Bill Issued Showing Next Cycle Date in Detail (Doc ID 2319658.1)

Symptoms

On : 7.5.0.17.0 version, Customer Care

An account was created on Jul 2, 2017 and the billing was on Aug 2, 2017.

ACTUAL BEHAVIOR
--------------------
On Billing Care (BC), bill date displayed as 2/Aug/17 – 2/Sep/17.
However, open same account in Customer Center, bill date displayed as 2-Jul - 2-Aug.

EXPECTED BEHAVIOR
-----------------------
BC should show the same cycle date as in Customer Center.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an account, with $0 product of any
2. Move to next bill date, and run billing
3. Use BCUI to open this account, --> Transaction --> check the Transaction record for the "Bill Issued", and the date ranges in the detail column
4. Use Customer Center to open the same account, and click on Balance tag, and check the Billing Cycle
