Enhancement to ESMPP to Initiate Connections to an SMSC

Symptoms

On all versions of Oracle Communications Convergent Charging Controller (OC3C), the optional component Enhanced Short Message Fee Deduction (ESMPP) component is available as an interface to Short Message Fee Deduction (SMPP+) protocol compliant Short Message Service Centers (SMSCs).

ESMPP acts as a gateway between SMPP+ and the internal Intelligent Network Application Part (INAP) protocol used by Advanced Control Services (ACS) when triggering service logic configured in Control Plans (CPs).

In all versions of ESMPP delivered in OC3C 6.0.1 and earlier, ESMPP expects to act as a Server in the Client-server Model.  That is, ESMPP expects connections to be initiated from the SMSC.

In OC3C 12.0.0.0 and onwards, ESMPP can be configured to initiate connections to any configured SMSC.

A decision to align the version numbers across the Oracle Communications products resulted in OC3C 12.0.0.0 being the release immediately after 6.0.1.0.

Due to this disparity, in an SMPP+ network, neither endpoint establishes a connection with the remote end and no inter-operability is possible.
