ER - Financial Selection Should Run to Completion Even if Reversal Headers are Missing

Goal

Currently in 2.16 when the financial selection step runs to create a financial batch, if it encounters a claim in the selection which is missing a reversal header, it completes with technical error so it is not possible to complete the financial batch.

The preferred functionality is for it to have some warning messages about the reversal headers and exclude those claims from selection, but complete in successful status so the rest of the supersede and generate steps can run.

As a work around a script can be run to move the claims to a due date outside of check run selection period and rerun the selection. This is time consuming and there is no clear message in the UI that the issue is a reversal header issue.

In general, the messages for the financial processes should be visible in the UI and not require accessing the log files. Not all users have access to the log files, and the message are hard to find.

A workaround to avoid this situation is to not press "cancel" but to search the claim again upon getting the Optimistic Lock Exception.

The impact of this issue is the affected claims cannot be paid.
