End date field is not getting updated properly

Work Group Calendar is not working as expected
Orders should not be created on Saturdays, Sundays and Public Holidays.
Configured work group calendar as per the steps mentioned in oracle documentation.
1) The Time zone is not being updated (changes are not reflected when refreshing server cache).
2) Manual task's and automated task's are not working as per the expected behavior.
