Purchase Order (PO) integration to Oracle Store Inventory Management (SIM) fails when location type changed from a warehouse to a store in RMS.

Steps To Recreate:

1. Create a PO attaching a warehouse (Location Type = 'W') as the location when adding the item.
2. Submit and approve the PO
3. Open the above PO and redistribute the PO to store location (S)
4. Approve the PO
5. Notice that the PODtlCre message fails in SIM with "Caused by: oracle.retail.sim.common.core.SimServerException: Invalid purchase order! PurchaseOrderId: nnnnnn" exception.
