OK Instance is not Deploying Correctly After Patch or Application Update

Information in this document applies to any platform.
Sometimes when a patch is installed or changes are being made to the application or to the weblogic start arguements the application does not redeploy correctly picking up the needed changes.
We have seen this with patches, with jsp or application changes, and with start arguement changes.
