When Edit Clues Used to Add a Comment, a Log Entry Recorded Stating Clues Changed When They Did Not

Symptoms

When the Edit Clues dialog is used to add a new comment to a call, but no clues are edited, an entry is written to swman_step stating that the clues changed when no change to the clues was made. E.g. the log entry reads:
Clues updated from AMI-Out to AMI-Out
 

Expect that a row should not be created indicating clues changed when they did not.

Steps:
1. Trouble Info > Edit Clues and add a comment. Open event log or refresh it, note there is an invalid row about updating clues.
