PCM_OP_BILL_ITEM_TRANSFER Is Giving Deadlock Error During Billing

1. Create Account with three Billinfos
2. Subscribe to service and purchase product
3. Make over-payment at each Billinfo level
4. Run pin_bill_accts with 5 children
5. As part of customization, one is calling PCM_OP_BILL_ITEM_TRANSFER at end of billing to allocate the un-applied payments to immediate billed item and this is throwing error as shown below
