Authority Tool Does Not Refresh Rule Set After Change (Doc ID 2323397.1)

Symptoms

Authority Tool Does Not Refresh Rule Set After Change

If a user changes the rule set, the new rule set is not refreshed on the Authority tool and continues to display the original rule set.
Selecting another control zone will display the correct rule set.

Expect the rule set should change immediately in the Authority tool to indicate to the operator that the change has been activated.

STEPS
1. Subscribe to all control zones
2. Change the rule set to to Major Storm (or other)
3. Review the Rule Set value that is listed. (It will still show Normal)
4. Select another control zone, the Rule Set value will update and will update for any other changes. This issue only affected the default control zone selected, if the user manually selected a control zone then it did update correctly.
