Update Order API is Not Working for OSM and State Policy Entry is Not Found In the Database

Symptoms
On : 7.3.1.0.0 version, Order Lifecycle Management
Update Order API is not working for OSM and State policy entries are not found in the database
It is happening for all the cartridges.
1) When the following query is executed , no rows are displayed.
Select * from om_ospolicy_permission; If no rows selected
ERROR in the Logs:
