WebLogic Warning Messages about Condition Symbols that are Misleading (Doc ID 2323950.1)

Symptoms

Tidy up some erroneous, or at best unnecessary, errors in the weblogic log pertaining to condition rules entries.
Status 32 is configured and the symbol is down as -1 and the same for value/status zero but you still get warnings about those values when a scada device class is loaded for the first time in weblogic.
