Subscribe Notification Request (SNR) Not Getting Generated While Purchasing New Product

Symptoms

On : 11.3.0.2.0 version, External notification (JMS)

ACTUAL BEHAVIOR
---------------
Subscribe Notification Request (SNR) is not getting generated when purchase new product in mid session, which is of higher priority than previous existing product.

EXPECTED BEHAVIOR

SNR should get generated

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1)Purchase a low priority bundle which have two counters (for high speed and low speed).
2)Pass SLR through seagull file and check correct counter in triggerred in SLA .
3)Start the Gy session without terminating the request such that usage should not surpassed the threshold.
4)In this mid Gy session, purchase another unlimited bundle of higher priority with two different counters.
5)SNR should generated internally to notify PCRF with updated counters, which is not happening.
