Status Of Wave Submitted For Distribution Remains Still In "Avail" Status In Multiple Session Scenario

When multiple users are trying to wave stock order through same wave, status of wave submitted for distribution in one session remains still in "Avail" status in other sessions.

Steps To Recreate:

1. User1 logged in : Session 1:
    Create a stock order "10001", item_id ITM1 and requested_unit_qty is 10. Wave the stock order "10001" to wave_nbr 1. 

2. User1 logged in : Session 2:
    Create a stock order "10002" , item_id ITM2 and requested_unit_qty is 10. Try to Wave the stock order "10002" to wave_nbr 1. 

System throws the warning message "Wave selected has already been submitted". Confirm the message  and stay in the same screen. 

3. Session1 User completes the distribution process. Pick directives are created and Wave status of wave 1 is changed to 'Planned'.
4. Session2 User (Still in Distribute screen) tries to again wave the stock order to Wave number 1 (Wave status is still available in this session and not refreshed) . 

System allows the select the user to select wave nbr 1 (which is in Planned status in Session1).
