ACTUAL BEHAVIOR
---------------
Crew Shifts are setup with Advanced Dispatch set to 5 Tasks. The Drip Mode is also configured at 5 Tasks.

When trying to modify the Drip Mode to lower it from 5, they are unable to do so because of a validation error "Advanced Dispatch Tasks cannot be greater than the Drip Horizon". Since the Shift has already started, the Advanced Dispatch related fields are no longer displayed on the maintenance page. This makes sense since Advanced Dispatch functionality does not apply after the Shift has already started, only before when it is still in a Planned Status.

Since Advanced Dispatch doesn't apply to in progress Shifts, this validation should not be happening. The user should be allowed to reduce the Drip Mode mid-Shift regardless of the Advanced Dispatch configuration since it is no longer applicable. This validation should be bypassed if the Shift is not in a Planned status.
