Controlling Frequency of SCTP Init Request (Doc ID 2325485.1)

When STP network nodes go down and the SCTP associations with OCCAS-SC are closed, OCCAS-SC tries to restore the connection and generates thousands of SCTP init request per second (up to 72000 messages/second).
This causes the STPs to be flooded and the associations cannot be restored.
After some time (about 90 minutes) OCCAS-SC stops retrying and the associations are not restored anymore. To recover, OCCAS-SC has to be restarted.

Are there any OCCAS-SC configuration parameters that could control:
a) the frequency of SCTP inits for restoring the connection
b) the period for retry of restoring the connection
