Clarification On De-queuing Message In Oracle AQ (Doc ID 2325584.1)

Goal

On : 7.5.0.18.0 version, DM

Need clarification De-queuing message in oracle AQ. System sends billing notification to end customer at the time of billing through eaj_js and dm_aq . Upstream system reads the message from oracle AQ and sends the SMS to end customer.

Now, requirement is that SMS should be triggered only at day time(8AM to 8 PM). Does product have any parameter to delay the message de-queue from oracle AQ? If not, how can this be implemented?
