BRM Web Services Support for SOAP 1.2 in 7.5 PS17 (Doc ID 2326333.1)

Goal

It looks like BRM web service manager is modified to use JAX-WS framework instead of axis 2 framework in BRM 7.5PS17.  In PS11, BRM web service supports SOAP12, and for PS17, it is back to SOAP1.

When try to connect to web-service using WSDL mode calls with SOAP12 and content-type:application/soap+xm, get the below error.

If using SOAP1 and content-type: text/xml from SOAP UI, then it works.
