What Actions Trigger a Formula Update? (Doc ID 2327048.1)

Goal

A Data Element with a Formula in the Upper form doesn't appear to be updating consistently.
If a user changes a Picker value on the record, the Formula updates as expected, but if the user changes the values in a Text type Data Elements, the formula is not updated.
