Deployments Are In Failed Status After New Installation (Doc ID 2327673.1)

Symptoms

After new installation, though the installer completed successfully but deployments like rib-rms.ear and rib-rpm.ear are in failed status.
Post installation the domain was bounced but still the deployments are in failed state.

Below error is seen in AdminServer log:
