ItemList Values Are Assigned Incorrectly During Modify Customer

On : 11.3.0.1.0 version, Customer data management

ACTUAL BEHAVIOR
---------------
When service is created using MODIFY_CUSTOMER along with one time product, then the Item List values are assigned incorrectly in ECE.
In ECE, the product NextItemList values are getting assigned to ItemList.

e.g.  items in itemList = items in nextItemList
itemList = {voip04=72304441, vas_voip06=72303929, vas_voip05=72303673, voip03=72302649, vas_voip02=72303161, voip02=72304185, vas_voip01=72303801, vas_voip04=72304601, voip01=72303417, vas_voip03=72302905, voip=72302777, twi_otc=72304313, misc=72303289}

nextItemList = {vas_voip06=72303929, vas_voip05=72303673, voip04=72304441, /voip03=72302649, vas_voip02=72303161, voip02=72304185, vas_voip01=72303801, vas_voip04=72304601, voip01=72303417,vas_voip03=72302905, voip=72302777, misc=72303289}

Note: If the one time product is purchased separately using PCM_OP_SUBSCRIPTION_PURCHASE_PRODUCT after the service is created in BRM, then the ItemList and Next ItemList values are getting assigned correctly.

EXPECTED BEHAVIOR

NextItemList values are not getting assigned to ItemList when using MODIFY_CUSTOMER

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Set the itemAssignmentEnabled=false
2) Set the config_billing_delay to 5; restart cm
3) Create an account without any service
4) Purchase a service with onetime event like purchase fee using PCM_OP_MODIFY_CUSTOMER
