Cannot See some Unifier Shells in "Shell location/Hierarchy path".

On Unifier : Version 220.127.116.11
Cannot see all of the Unifier Shells in the "Shell location/Hierarchy path" at runtime.
Be able to see all of the Unifier Shells that are available.
The issue can be reproduced at will with the following steps:
- Login Unifier, go to Company workspace
- Navigate to the applicable work space, in this instance 'Company Sponsored Shells > NameOfShellType, and create a New Shell of that type
- Click on the Shell Location picker
- Notice that only 4 Shells are returned to the display - it seems like the maximum number of shells that can be available is 4 shells/tabs - if you inactivate any of the shells, another of the missing single instance shells will show as a tab.
The issue has the following business impact:
Due to this issue, users cannot see all the available shells.
