CIS Jobs Do Not Run on Schedule

CIS was recently installed.
In CIS a schedule has been created and a sync has been added to the named schedule, but when the time comes for the job to start, it doesn't run. Only the next job time gets updated. Restarting the CIS job scheduler service doesn't resolve the issue and it was noticed that an error occurs in the event log when restarting. The error is a null reference exception and that it was accessing the pm_systemsettings table, looking for the application name.
