Value of 3 in BILL_WHEN is Wrongly Handled by CMT (Doc ID 2328173.1)

Symptoms

On 7.5 PS15, Conversion Manager Tool (CMT),

Issue is that when a customer account is imported into BRM using CMT, bill is not getting generated for quarterly customers on billing date. There are two fields in BRM billinfo table which identifies and responsible for next billing date.  i.e. NEXT_BILL_T field indicates next bill generation date and BILL_ACTGCYCLES_LEFT field indicates how many months left for billing. It is seen that, after the migration, BILL_ACTGCYCLES_LEFT field from billinfo is always set to 3 irrespective of whether migration is performed in 1st/2nd/3rd month of billing cycle period ( which is three months).

Expected behavior is that :

BILL_ACTGCYCLES_LEFT  should be 3 if billing period is in the 1st month.
BILL_ACTGCYCLES_LEFT  should be 2 if billing period is in the 2nd month.
BILL_ACTGCYCLES_LEFT  should be 1 if billing period is in the 3rd month.
