Migration from HTB 6.1 to HDR 7.0.1 fails with 'ORA-01652: unable to extend temp segment by 64 in tablespace TEMP'

On HTB 6.1 upgrade to Oracle Healthcare Data Repository (HDR) 220.127.116.11 version,
When attempting to run the migration scripts that add partitioning (migration_scripts/HTB6.1_HDR7.0.1/HTB6.1_HDR7.0.1_PARTITION_KEY scripts),
the INSERT statements that join with the PAT_ACT_XREF table exceed TEMP space,
and the following error occurs:
The recommendation was to set TEMP space at 1.5 times the largest table.
The ctb_core_acts table is 121 GB in size. The Oracle execution plan says that it will require 2.6 GB of TEMP space.
The TEMP space was increased until it reached 1TB of TEMP space.
The issue can be reproduced at will with the following steps:
1. Prepare the environment for upgrade from HTB 6.1 to HDR 18.104.22.168.
2. Run the migration_scripts/HTB6.1_HDR7.0.1/HTB6.1_HDR7.0.1_PARTITION_KEY scripts.
