Scalar Estimation And High Low Check Can Only Utilize The Primary Measurement's UOM/TOU/SQI Combination (Doc ID 2328710.1)

Goal

We have a business case where the MC Type and the UOM/TOU/SQI combination is different between NON-AMI and AMI meters. However when a meter exchange is performed between a Non-AMI meter and AMI meter, and a high low check is performed or a scalar estimation is performed, we are unable to use the history for the KWH Delivered Channel since the UOM/TOU/SQI combinations are as follows
Non-AMI KWH Delivered (UOM/TOU/SQI) = KWH/-/-
AMI KWH Delivered (UOM/TOU/SQI) = KWH/DLVRD/-

How can we use the different UOM/TOU/SQI combinations for AMI and Non-AMI meters and still be able to successfully utilize the High/Low check and Scalar Estimation Rules?
