Network Processor Fails To Start With Huawei Sample Registry (huawei_vrp3.xml Not Found) (Doc ID 2328739.1)

Actual Behaviour
IPSA installs MIPSA sample registries for the various vendor cartridges under <IPSA_HOME>/ServiceActivator/samples.

These registries can be installed into the Network Processor by merging each sampleMIPSA_registry.xml into a single MIPSA_registry.xml file under <IPSA_HOME>/ServiceActivator/Config/networkProcessor and any capability files, options, success/warning/error message files can be copied to this folder as well.

Expected Behaviour
The sample registry provided for the Huawei cartridge, should not cause the network processor to fail to start.

Steps to Reproduce
Install IPSA and cartridges

cp $IPSA_HOME/ServiceActivator/samples/huaweiSampleRegistry/sampleMIPSA_registry.xml $IPSA_HOME/ServiceActivator/Config/networkProcessor

cp -R $IPSA_HOME/ServiceActivator/samples/huaweiSampleRegistry $IPSA_HOME/ServiceActivator/Config/networkProcessor/huawei

Start IPSA + Network Processor

Business Impact
Due to this issue, the network processor could not be started.
