MDT Stuck At Starting Shift with java.lang.NoClassDefFoundError: org/apache/commons/logging/LogFactory Error

Symptoms

Getting errors when attempting to log in a Hybrid MDT.  Users can log into the MDT, but when attempting to start a shift nothing happens.  On the server, there is an EJB error with the following cause:
